Bond markets are flat this morning.  Stocks opened down slightly.  The economic calendar is vacant today except for the release of the last Federal Reserve Open Market Committee meeting minutes.  Rates have inched up as a result of the belief that a more comprehensive solution will announced regarding the European debt crisis.  At this point European leaders must announce a major program or completely lose credibility.
